Introductions

Meeting called to order by Bob, former Task Force chair, who if sitting in for Cherie for this meeting.  
Public comment: None.

Minutes approved: Motion to approve minutes by Gordon. Second by Dave Keen. Approved.
Bob did state that the minutes did not reflect the accurate price of cameras. Because that was the price presented and voted on in December, it was agreed that a motion to amend would be necessary.

New Business
Legislative work group
Jenna reported that the legislative work group did not meet this month. She has information coming in from the Common Sense Coalition. Becky Sturdevant is going to be the best connection for updated legislative information. Jenna is also meeting with Jenny H. to discuss more strategies. She will also be sending out legislative “hot news” updates and asked group members to email her if they want to be included on that list served. The bills can also be followed at http://leg.mt.gov/css.sessions/62nd/laws_pref.asp

Public information work group
  • Jenna presented some samples of things they created (ads, etc). She also presented a project cost report along with a survey for members to give feedback about projects and requested members to respond. The survey was also emailed to members.
  • Super bowl Campaign: using ads on pizza boxes and as stuffers in grocery bags with beer purchases. Next year considering having beverage servers and alcohol businesses pass out the ads.
  • Jenna hopes to organize a meeting with the editorial board at the Chronicle to see what can be done to improve their coverage of this issue. She has invited some stakeholders to attend.
  • The PI&E group will meet with Terry Profota, the strategic planner, on February 17th to make year calendar. Jenna again reminded us to please fill out and submit the project assessment survey.
  • February 15th lunch meeting with new Justice Court judges, along with Shell from ADSGC. Jenna is hoping to have some stats ready for them to view.
  • April 21st is the Swimming Upstream Awards.
Coordinator update
  • Need to produce annual report for fiscal 2010. Now that stats research for 2009 is complete, she will focus there.
  • Use it or lose it vacation: Jenna informed the group she just a notice that she has 40 hours of vacation time to use by March 31st.  Because of the workload involved in the Swimming Upstream Awards, and being involved in the legislative session, she would like to have that date extended to April 30th and requested a motion from the Task Force and a letter to HR. Motion by Gordon to extend Jenna’s vacation time to April 30th, second by Terry.
Finances
Jenna talked about the DUI Task Force and the pending deputy pay settlement. Because we are not funded through the general fund, we are not directly impacted.

Highway Traffic Safety grant  
All of the funds for overtime patrols for Montana Highway Patrol have been spent. Belgrade purchased their camera but Three Forks P.D has not communicated their plans for a purchase.  The first round of Compliance Checks were held in December and reported in the Belgrade News and Chronicle.

Mini-grant applications.
  • Mental Health Drop-in Center: $948.90 for materials during daily meetings. Motion to approve by K.C., second by Doug. Approved.
New requests
  • West Yellowstone P.D. - $2,249.00 for squad car camera’s.
  • N.P.S. (Tom Schwartz) - $3,000.00 for four Traffic Safety Point checks on Highway 91, between March and June 30th.
  • MSU P.D. - $2705.00 Kustom Signals-Golden EyeII radar units for marked police vehicles. Susan mentioned that often high speeds are directly associated with DUI.
  • Correction to vote on combined mini-grant for Muvi cameras (approved in December) Total cost for Belgrade PD is 1275.32. For Robert Larson’s mini-grant, $639.92. Bob presented a check for $79.99 for the single camera he purchased. The total cost is $1926.21. Motion to amend as presented by Gordon. Second by Terry. Approved.
